The undertaking consists of several critical phases including:

  • Demolition and removal of the existing asphalt roadway
  • Installation of a new sewer lateral that connects to a pre-existing sewer manhole
  • Restoration of the roadway after the sewer installation is completed

Construction work will take place from 8 p.m. to 5 a.m., from Sunday through Friday, excluding holidays. A single lane closure will be in effect throughout the duration of the project, and the public is advised to expect delays and to exercise caution while navigating the area. Drivers are urged to adhere to all traffic controls, posted signage, and directives from special duty police officers present.

The new base station will serve as an essential hub for lifeguard operations along the coastline between Mokapu Peninsula and Waimanalo Bay. The facility is set to occupy roughly 454,100 square feet of land, with a building footprint of 1,680 square feet. The station will feature:

  • Two offices
  • A restroom
  • A kitchenette
  • A board storage room
  • Two roll-up garages for storing rescue vehicles and equipment

This facility is designed to provide lifeguards a secure space for storing necessary rescue and medical equipment, improving the efficiency of operations along the beach.

Initially, the completion of the base station was anticipated for the summer of 2025; however, this timeline has been extended to July 2026 due to a redesign of a retaining wall associated with the project. The overall cost of constructing the new base station is estimated to be $2.5 million.
