A tragic incident occurred at a construction site for the new Deer Park Elementary School when a trench collapse led to the death of a 50-year-old construction worker, Luis Medrano. He was performing excavation work when rushing water caused a partial collapse. Despite emergency services’ efforts, Medrano was pronounced dead shortly after being extracted from the trench. This incident raises concerns about construction site safety, particularly in trenching conditions, amid an investigation by the Maryland Occupational Safety and Health Division.
Owings Mills – A 50-year-old construction worker, Luis Medrano, died on Tuesday morning following a trench collapse at a construction site for the new Deer Park Elementary School. The incident occurred around 8:25 a.m. in the 9800 block of Lyons Mill Road, where emergency services were called to assist with a trench rescue.
Medrano was engaged in excavation work when a rush of water began to fill his work area, causing a partial collapse of the trench. A significant amount of dirt fell on him during the incident. When firefighters arrived on the scene, they found him in critical condition, although he was not trapped. He was subsequently extracted from the hole, but unfortunately, he was pronounced dead shortly after being removed, specifically at 8:39 a.m.
The Deer Park Elementary School construction project aims to replace the current facility, which was established in 1970 and had a significant addition in 2000. The new facility is designed to be state-of-the-art and includes enhanced safety features to accommodate an increased student capacity from 431 to 710 students.
The Maryland Occupational Safety and Health Division is currently investigating the circumstances surrounding the accident. Meanwhile, the construction site has been temporarily closed to the public while authorities conduct their inquiries. Additionally, the principal of Deer Park Elementary School informed the community about the tragic incident, extending condolences to Medrano’s family and loved ones during this difficult time.
This incident marks the second trench collapse-related death in Maryland for the year 2025. Just a month prior, two workers lost their lives in a separate trench collapse that took place in Catonsville. The rise in such incidents has drawn attention to the safety protocols in place at construction sites, emphasizing the need for stringent regulations to prevent future tragedies.
In light of these events, construction safety experts are expected to review and recommend improvements. Working in trenching conditions carries various risks, particularly when water is involved, and it is crucial for employers and workers to adhere to strict safety guidelines to minimize dangers on the job site.
