Towson, Maryland – Maryland’s Office of the Comptroller is set to relocate its Baltimore County branch office from Towson to Windsor Mill, with the move scheduled to occur in October 2025. The existing Towson office will close on Tuesday, October 14, 2025, and the new Windsor Mill location will open on Monday, October 20, 2025.

Details of the Relocation

The new office will be situated at 3104 Lord Baltimore Drive, Suite 100, Windsor Mill, MD. This move is part of an effort to enhance accessibility, visibility, and expand services offered to area taxpayers. Comptroller Brooke E. Lierman emphasized that the change is designed to better serve residents in the Baltimore area.

Benefits of the New Location

The Windsor Mill site provides several advantages, including ground-floor access, ample free parking, and convenient connections via public transportation. It is accessible by MTA bus and is near major highways, including I-695, making it easier for residents to visit the office for various services.

Services Offered at the Windsor Mill Office

Initially, the Windsor Mill branch will offer walk-in assistance for several key services:

  • Maryland state tax forms and tax booklets
  • Answering general tax questions
  • Accepting completed Maryland tax returns and required documents
  • Providing additional International Fuel Tax Agreement (IFTA) decals to carriers in good standing

Note that all other services, beyond those listed above, will require an appointment, which can be scheduled online through the agency’s website.

Transition Period and Alternative Resources

From October 15 to October 19, 2025, during the transition period, taxpayers are encouraged to visit any of the Maryland Office of the Comptroller’s other 10 branch offices. Alternatively, they may schedule a virtual appointment to access services remotely.

Impact on Tax Assistance in Towson

Last fiscal year, the Towson branch assisted a total of 10,554 taxpayers. Assistance included tax preparation, payment plans, and other tax-related needs. The Towson office also offered bilingual support for Spanish-speaking taxpayers, ensuring services were accessible to a diverse community.

Community Engagement and Future Outlook

According to the Director of the Taxpayer Services Division, the new Windsor Mill location reflects the agency’s commitment to serving Marylanders effectively by meeting them where they are. The office’s strategic move aims to ensure smoother and more comprehensive service access for residents across Baltimore County.
